    Structural and Temporal Topic Models of Feedbacks on Service Quality – A Path to Theory Development?

    There is growing interest in applying computational methods in analysing large amount of data without sacrificing rigour in Information Systems research. In this paper, we demonstrate how the use of structural and temporal topic modelling can be employed to produce insights of both theoretical and practical importance from the analysis of textual comments on the quality of services in hospitals. As a first step, we revealed the thematic structures in the comments as topics which were aligned with the SERVQUAL dimensions. Following this, we established the temporal precedence among SERVQUAL factors based on the evolution of the topics over time. Theoretically, our findings were consistent with the emerging consensus on the nature of SERVQUAL dimensions from extant quantitative research and offer new propositions on the relationships among these dimensions.     Business Sentiment Analysis. Concept and Method for Perceived Anticipated Effort Identification

    Representing a valuable human-computer interaction interface, Sentiment Analysis (SA) is applied to a wide range of problems. In the present paper, the researchers introduce a novel concept of Business Sentiment (BS) as a measurement of a Perceived Anticipated Effort (PAE) in the context of business processes (BPs). BS is considered as an emotional component of BP task contextual complexity perceived by a process worker after reading the task text. PAE is interpreted as a business process (BP) key performance indicator predicting urgency, criticality and complexity of the BP task processing. Using qualitative evaluation, the researchers proved the workability of both BS concept and its effective application method to measure PAE. As practical contributions of the research, quantitative support in a form of statistical reports and qualitative support in a form of task prioritization recommendations and time management for a BP worker are suggested

    Interdisciplinarity in Smart Sustainable City education: exploring educational offerings and competencies worldwide

    More and more higher education institutions are offering specialized study programs for current and future managers of Smart Sustainable Cities (SSCs). In the process, they try to reconcile the interdisciplinary nature of such studies, covering at least the technical and social aspects of SSC management, with their own traditionally discipline-based organization. However, there is little guidance on how such interdisciplinarity should be introduced. In order to address this gap, this paper identifies 87 SSC-related study programs from around the world and analyzes their disciplinary and interdisciplinary coverage. The analysis classifies programs and competencies, the former using text mining and clustering algorithms, the latter using Bloom’s taxonomy and correlation analysis

    Application of Text Analytics in Public Service Co-Creation: Literature Review and Research Framework

    The public sector faces several challenges, such as a number of external and internal demands for change, citizens' dissatisfaction and frustration with public sector organizations, that need to be addressed. An alternative to the traditional top-down development of public services is co-creation of public services. Co-creation promotes collaboration between stakeholders with the aim to create better public services and achieve public values. At the same time, data analytics has been fuelled by the availability of immense amounts of textual data. Whilst both co-creation and TA have been used in the private sector, we study existing works on the application of Text Analytics (TA) techniques on text data to support public service co-creation. We systematically review 75 of the 979 papers that focus directly or indirectly on the application of TA in the context of public service development. In our review, we analyze the TA techniques, the public service they support, public value outcomes, and the co-creation phase they are used in. Our findings indicate that the TA implementation for co-creation is still in its early stages and thus still limited. Our research framework promotes the concept and stimulates the strengthening of the role of Text Analytics techniques to support public sector organisations and their use of co-creation process. From policy-makers' and public administration managers' standpoints, our findings and the proposed research framework can be used as a guideline in developing a strategy for the designing co-created and user-centred public services

    Side Effects of National Immunization Program: E-Governance Support Toward Elders' Digital Inclusion

    In response to the coronavirus pandemic, the European Union (EU) governments develop policies to regulate exclusive health protection actions that consider societal needs with the emphasis on elders. Given that the EU vaccination strategy uses a centralized ICT-based approach, there is little guidance on how seniors are included in national immunization programs (NIP). In this paper, we addressed a knowledge gap of the side effects of e-governance of NIP for the elderly. To fill this gap, we identified 40 side effects by analyzing online textual opinions (tweets, comments, articles) that express public perception regarding the results of the Polish NIP implementation to seniors' digital inclusion, categorized them into 8 categories and assign them to four e-governance functions. The main contribution of this paper is a better understanding of the digital divide and to provide guidelines for government policy improvement

    Simulation Models of Human Decision-Making Processes

    The main purpose of the paper is presentation of the new concept of human decision-making process modeling via using the analogy with Automatic Control Theory. From the author's point of view this concept allows to develop and improve the theory of decision-making in terms of the study and classification of specificity of the human intellectual processes in different conditions. It was proved that the main distinguishing feature between the Heuristic / Intuitive and Rational Decision-Making Models is the presence of so-called phenomenon of "enrichment" of the input information with human propensity, hobbies, tendencies, expectations, axioms and judgments, presumptions or bias and their justification. In order to obtain additional knowledge about the basic intellectual processes as well as the possibility of modeling the decision results in various parameters characterizing the decision-maker, the complex of the simulation models was developed. These models are based on the assumptions that:  basic intellectual processes of the Rational Decision-Making Model can be adequately simulated and identified by the transient processes of the proportional-integral-derivative controller; basic intellectual processes of the Bounded Rationality and Intuitive Models can be adequately simulated and identified by the transient processes of the nonlinear elements.The taxonomy of the most typical automatic control theory elements and their compliance with certain decision-making models with a point of view of decision-making process specificity and decision-maker behavior during a certain time of professional activity was obtained

    The impact of COVID-induced shock on the risk-return correspondence of agricultural ETFs

    Risk-return correspondence for different investment asset classes forms one of the pillars of modern portfolio management. This correspondence together with interdependency analysis allows us to create portfolios that are adequate to given goals and constraints. COVID-induced shock unexpectedly generated high uncertainty and turmoil. Our paper is devoted to the investigation path through shock by agricultural assets (presented by ETFs) in comparison with traditional assets. There were identified three time periods: before the shock, explicitly shock, and post-shock. At the explicit shock period was suggested estimation risk frameworks on the pair indicators: falling depth and recovery ratio. Basic attention focuses on comparison risk-return estimations prior to shock and post-shock. To this end was considered four approaches to risk measurement and were applied to the sample of agricultural ETFs. The results indicated differences in risk changing by the path from before shock to post-shock. Differences arise from choosing the approach of risk measuring. The variability approach reveals much growth of risk of traditional assets, but the Value-at-Risk approach indicates higher risk growth for agricultural ETFs. Combine together with relatively low correlation these estimations provide a clear vision of risk-return frameworks.Відповідність ризику-прибутку для різних класів інвестиційних активів становить один із стовпів сучасного управління портфелем. Це листування разом з аналізом взаємозалежності дозволяє нам створювати портфелі, адекватні поставленим цілям та обмеженням. Шок, спричинений COVID, несподівано викликав високу невизначеність і потрясіння. Наша стаття присвячена дослідженню шляхом ударів сільськогосподарськими активами (представленими ETF) у порівнянні з традиційними активами. Було виявлено три періоди часу: до шоку, явного шоку та після шоку. У період явного шоку було запропоновано оцінити рамки ризику для парних показників: глибина падіння та коефіцієнт відновлення. Основна увага зосереджена на порівнянні оцінок ризику та прибутку до шоку та після шоку. З цією метою було розглянуто чотири підходи до вимірювання ризиків і були застосовані до вибірки сільськогосподарських ETF. Результати показали різницю в ризику, що змінюється на шляху від удару до посту. Відмінності виникають у виборі підходу до вимірювання ризиків. Підхід варіативності виявляє значне зростання ризику традиційних активів, але підхід "Вартість-під-ризиком" свідчить про більш високе зростання ризику для сільськогосподарських ETF. У поєднанні з порівняно низькою кореляцією ці оцінки дають чітке бачення рамок ризику та прибутку

Data science is the field of study that involves tools, algorithms, and knowledge of math and statistics to discover knowledge from the raw data. Data science is developing fast and penetrating all spheres of life. More people understand the importance of the science of data and the need for implementation in everyday life. Data science is used in business for business analytics and production, in sales for offerings and, for sales forecasting, in marketing for customizing customers, and recommendations on purchasing, digital marketing, in banking and insurance for risk assessment, fraud detection, scoring, and in medicine for disease forecasting, process automation and patient health monitoring, in tourism in the field of price analysis, flight safety, opinion mining etc. However, data science applications in education have been relatively limited, and many opportunities for advancing the fields still unexplored.Статтю присвячено проблемі реалізації засобів обробки даних, в тому числі алгоритмів інтелектуального аналізу тексту і обробки природної мови для підвищення цінності вищої освіти для розвитку сучасного і технологічно гнучкого суспільства. Наука про дані - це область досліджень, яка включає в себе інструменти, алгоритми і знання з математики та статистики для отримання знань з необроблених даних. Наука про дані швидко розвивається і пронизує всі сфери життя. Все більше людей розуміють важливість науки про дані і необхідність їх впровадження в повсякденне життя. Наука даних використовується в бізнесі для бізнес-аналітики і виробництва, в продажах для пропозицій і для прогнозування продажів, в маркетингу для настройки клієнтів, а також в рекомендаціях по закупкам, цифровому маркетингу, в банківській справі і страхуванні для оцінки ризиків, виявлення шахрайства, оцінки і в медицині для прогнозування захворювань, автоматизації процесів і моніторингу здоров'я пацієнтів, в туризмі в області аналізу цін, безпеки польотів, аналізу думок і т. д. Однак застосування даних в освіті було відносите льно обмеженим, і багато можливостей для просування в цих областях досі не досліджені.

    Machine Learning and Text Analysis in an Artificial Intelligent System for the Training of Air Traffic Controllers

    This chapter presents the application of new information technology in education for the training of air traffic controllers (ATCs). Machine learning, multi-criteria decision analysis, and text analysis as the methods of artificial intelligence for ATCs training have been described. The authors have made an analysis of the International Civil Aviation Organization documents for modern principles of ATCs education. The prototype of the neural network for evaluating the timeliness and correctness of the decision making by ATCs has been developed. The new theoretical and practical tasks for simulation and pre-simulation training have been obtained using expert judgment method. The methodology for sentiment analyzing the airline customers' opinions has been proposed. In addition, the examples of artificial intelligence systems and expert systems by the authors, students and colleagues from National Aviation University, Ukraine and Gdansk University of Technology, Poland have been proposed.
